Beijing will shut down more than 100 home building materials companies
Beijing is taking significant steps to combat industrial air pollution by shutting down over 200 high-emission companies and replacing 500 tons of coal-fired boilers within its development zones, as part of a broader environmental initiative launched in 2013. In response to severe smog and pollution episodes, the city's Economic and Information Commission has implemented emergency measures, including production halts and reduced operations at key polluting enterprises.
As part of its long-term strategy to tackle PM2.5, Beijing introduced an action plan for industrial air pollution control from 2012 to 2020. The city also issued a list of guidance for phasing out high-polluting industries and established 19 energy-saving standards, such as those for cement production. As a result, more than 200 high-emission companies have been shut down so far.
In 2012, many of the companies that were closed were located in Fangshan, Haidian, Fengtai, and Daxing districts, with Fangshan accounting for about 60% of the closures. These companies mainly belonged to the building materials, chemical, foundry, and electroplating sectors, with building materials making up roughly 75% of the shutdowns.
According to officials from the Municipal Environmental Protection Bureau, this year’s plan includes shutting down an additional 200 companies, focusing on those that emit higher levels of pollutants, such as small-scale building material factories, chemical plants, and furniture manufacturers. These companies are spread across 14 districts and counties, with the exception of Dongcheng District, which has fewer such facilities. Each district is implementing its own adjustment strategies based on local plans.
The Beijing Environmental Protection Bureau is currently working on refining the exit mechanism for high-pollution enterprises, strengthening environmental entry requirements for new projects, and further reducing PM2.5 emissions from industrial sources.
By 2015, the city aims to phase out 1,200 highly polluting enterprises in sectors like construction waste brick manufacturing, asphalt waterproofing membranes, foundries, chemicals, and wood furniture production.
The shutdown process is based on pollution emission data and previous closure records. Companies are evaluated individually according to environmental regulations set by the authorities. For example, after the relocation of Shougang’s Shijingshan plant in December 2010, coal consumption was reduced by 2.6 million tons, and dust emissions dropped by 5,900 tons.
These efforts reflect Beijing’s growing commitment to improving air quality and promoting sustainable industrial development.
