In response to the State Council's "Notice on Continued In-Depth Implementation of Special Treatment for Liquid Ammonia in Ammonia Refrigeration Enterprises" (An Committee [2014] No. 10), the Fujian Provincial Safety Office has taken proactive steps to enhance safety management in ammonia-related refrigeration enterprises. Based on the actual conditions of the industry, Fujian Face Network Technology Co., Ltd. collaborated with the office to develop a comprehensive liquid ammonia safety management system. This platform was officially launched on the provincial safety supervision bureau’s official portal, marking a significant step forward in digital safety governance. The system enables the creation of electronic archives for all ammonia-related refrigeration enterprises across the province. It allows government departments at the provincial, municipal, and county levels—including agriculture, quality supervision, industry and commerce, safety inspection, economic and trade, and construction—to access detailed information about these businesses. The platform supports online instructions for rectification, real-time tracking of hidden danger remediation, and continuous monitoring of enterprise self-inspections and improvements. It also facilitates data collection and analysis, significantly improving the efficiency of safety supervision and the overall information level of regulatory work. Cities such as Putian, Sanming, and Xiamen have been among the first to implement this system as part of their special treatment initiatives for liquid ammonia use. Sanming Yongan City pioneered the use of the system for closed-loop management of law enforcement inspections and hazard identification. Enterprises like Fujian Wangfeng Ecological Agriculture Development Co., Ltd. have utilized the system for internal audits and improvements. To date, more than 200 ammonia refrigeration companies in the province have established electronic records through this platform, demonstrating its growing impact and effectiveness in enhancing safety compliance and operational transparency.
