**Abstract**
Several opinions of the State Council on promoting the consumption of information to expand domestic demand, Guofa [2013] No. 32. The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government, ministries and commissions of the State Council, and their respective agencies: In recent years, with the rapid development of global information technology, new products, services, and formats have emerged, continuously stimulating consumer demand and becoming a significant growth point in the market. China has a vast market and is currently in a phase of consumption upgrading, industrialization, urbanization, and agricultural modernization. Information consumption holds great potential for development but also faces challenges such as weak innovation, high entry barriers, and insufficient infrastructure. To address these issues, the State Council has issued several opinions aimed at accelerating the development of information consumption, boosting domestic demand, and driving economic growth.
**First, Overall Requirements**
(1) Guiding ideology: Based on Deng Xiaoping Theory, the "Three Represents" important thought, and the scientific outlook on development, the strategy emphasizes reform, technological innovation, and tapping into consumption potential. It aims to enhance supply capabilities, stimulate market vitality, improve the environment, and strengthen the information infrastructure to promote the healthy and sustainable growth of information consumption.
(2) Basic principles: Market orientation, innovation-driven development, and improving the environment are key. Encouraging market competition, supporting innovation, and ensuring security and transparency in the information market will foster a more dynamic and safe consumption environment.
(3) Main objectives: By 2015, the scale of information consumption is expected to exceed 3.2 trillion yuan, with an average annual growth rate of over 20%. Broadband infrastructure will be significantly improved, smart cities will see progress, and the information consumer market will become more active and diverse.
