**Abstract**
Several opinions of the State Council on promoting the consumption of information to expand domestic demand, Guofa [2013] No. 32. The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government, ministries and commissions of the State Council, and their respective agencies: In recent years, with rapid global technological innovation, new products, services, and formats in the information field have continuously stimulated consumer demand and become a major growth point. China's market is vast, and it is currently in an upgrading phase of consumption, informatization, industrialization, urbanization, and agricultural modernization. Information consumption has a solid foundation and great potential. However, challenges such as infrastructure support, product innovation, market access, policy mechanisms, and industry barriers still exist. Accelerating information consumption can stimulate demand, create new economic growth points, and promote consumption upgrades, industrial transformation, and improved livelihoods. To this end, the following opinions are issued.
**First, Overall Requirements**
(1) Guiding Principles. Based on Deng Xiaoping Theory, the "Three Represents" important thought, and the scientific outlook on development, we will deepen reform, drive innovation, focus on tapping consumption potential, enhance supply capacity, stimulate market vitality, improve the consumption environment, and strengthen the information infrastructure. We aim to promote the continuous and healthy growth of information consumption for production, life, and management, and play a greater role in improving people’s well-being.
(2) Basic Principles.
- Market-oriented and reform-driven: Encourage market participation, break down entry barriers, promote fair competition, and introduce market mechanisms in public services.
- Demand-led and innovation-driven: Guide enterprises to innovate based on domestic demand, develop key technologies, and foster new business models.
- Improve the environment and orderly development: Build a safe and credible market by enhancing policies, infrastructure, and security.
(3) Main Objectives.
By 2015, information consumption is expected to exceed 3.2 trillion yuan, with an annual growth rate over 20%. Related industries will grow by more than 1.2 trillion yuan, with internet-based consumption reaching 2.4 trillion. E-commerce transactions are expected to surpass 18 trillion, and online retail over 3 trillion. Broadband infrastructure will be significantly improved, with urban households reaching 20 Mbps and some cities 100 Mbps. Smart city construction will progress rapidly.
**Second, Accelerate the Evolution of Information Infrastructure**
(4) Improve broadband networks. Implement the “Broadband China†strategy, upgrade broadband networks, and promote fiber-to-the-home. Expand next-generation Internet and broadcast TV networks.
(5) Coordinate mobile communications. Expand 3G coverage, prepare for 4G licenses, and accelerate TD-LTE network development.
(6) Promote integration of the three networks. Enable two-way entry of telecom and broadcasting services, establish a national radio and television network, and accelerate digital TV and interactive services.
**Third, Enhance the Supply of Information Products**
(7) Encourage smart terminal innovation. Support R&D of smart phones, TVs, and digital home devices. Foster collaboration between manufacturers and software companies.
